It is not. There was no morale panic since Magic is just way more dangerous and people have (mostly) dealt with it. The Mafia are more in the business of shipping people these days...

Also no democracy. No need to appeal to certain voters with new laws and such.

Alrightey. I added a paragraph at the end of his history. What level of affinity should he have?
He is a journey man in terms of moving around the chunks of rock that makes up his arm and firing like a finger or two(he has to get them back). But he cannot transmute any part of his body and is pretty much a Novice with any other earth that is unfamiliar.

Ugh finally home. Playing some games with the Partner but I'm available for questions/characters and whatever for the next 4ish hours!

The_Omega_Effect Okay buddy it's a clean pass but there are a few little adjustments if you're happy to make them:

1. Name Change and his German Status - Consider the impact that being a German Immigrant during WW1 would have for Werner. Many German immigrants changed their names to avoid persecution. There was a huge amount of anti-German sentiment about. This could actually be why he lost his original job at the University. He would have faced huge amounts of potential anti-German propaganda and hysteria and been under constant observation to ensure his loyalty to America. The German language and its teachers were actively oppressed. "German-American churches were especially singled out as agents of German imperialism. As the fear escalated, concern about the protection of civil liberties (especially free expression) decreased. On several university campuses, professors were charged with having made unpatriotic utterances, and some were dismissed." While we're not trying to write some deep historical lore here, it would be remiss to avoid mentioning this as not having any impact on his character. I recommend giving him a name change. He was still originally Werner, but changed to something more American.
2. Remove the Meteor bit as per our discussion, I'm giving you something more exciting.
3. He's Middle class. But he's hit hard times

His Affinity was originally Expert, but is currently Apprentice. Though the arm-thing is more advanced, his general PTSD and current weakness has knocked him down a fair way.
