Sabrina had always wanted to just get by in this crazy city. She never wanted to hurt anyone or kill anyone, only to survive. That all changed when she was abducted by the mad scientist Doctor Pent, who performed experiment upon the homeless that he found upon the streets.
The doctor manipulated with her genetic hard drive, injecting her with the blood of an wild Amazonian bird shot in mating season.
Eventually, she escaped, though not the same. Her scent is dangerous, zombifies people and makes them do as she pleases. Her looks, though not necessarily unreal, are almost hypnotic.
Name: Detective James Cavil
Age: 49
Jim grew up within the suburbs of the City, the son of a successful but corrupt district attorney. He was sheltered as a child, giving him a different perspective of the city as a child, opposite to the one he would be exposed to during his career as a police detective. As a child, he favored his mother, and resented his father's strength.
When Cavil was nine and riding in the car with his father their car was hit by another car and Cavil watched his father die. Cavil and everyone else believed Michael Ness, the other driver, was drunk at the time but in reality he'd been hired to kill him.
In his later years, he joined the army and became a war hero by the time he retired from the service. After returning to his home city, Jim joined the police department in hopes of cleaning up and saving the city which he had romanticized in his mind over the years.
Name: Tabitha Aceworth

Occupation: underworld gangster and assassin
Powers/abilities:
Master hand-to-hand combatant/Martial artist: Tabitha is a master of hand-to-hand combatant and martial artist, as shown during her fight with Alfred.
Peak of physical human condition: As an assassin, Tabitha is in top physical condition.
Skilled knife-wielder/thrower: Tabitha is skilled with using knives in combat. She was able to throw a knife into Alfred's back from a distance with precision.
Expert markswoman: Tabitha is an expert at using both handguns and rifles.
Whipsmanship: Tabitha is extremely skilled at using a whip, being able to wrap it around someone's neck as a ligature as a means of subduing them.
Manipulation: the art of persuasion is not lost on Tabitha's end and she makes the most of her gift/talent.
Name: Chloé Thompkins
Age: 23
Her parents were killed in a crash and, although she survived the impact, Chloé froze beneath an iced glacier. Her child's body was later found by Dr. Solomon Yu, who was determined to bring her back around. Using electricity and a rare red ore, red pyrenisian, the Doctor was able to reanimate the child.
Only, she was different, as a consequence of the process, the girl was different. Nothing seemed to able to harm her except the rare ore that helped bring her back to life. Better yet, she had powers and capabilities: flight, manipulation of ice and water, and enhanced strength.
Orphaned, and a living science project, the doctor adopted her as his own. She's lived with him, his wife and two kids ever since.
Name: Oswald Cobblepot
Age: 29
The Penguin is an eccentric criminal mastermind, known as much for his love of ornithology and trick umbrellas as for his already shady business dealings. The city's popular Iceberg Lounge serves as Penguin's front for a number of illegal financial stature; the Penguin is a wily foe whose umbrellas conceal a variety of deadly weapons and gadgets.
Penguin is a short man who wears a tuxedo, top hat, monocle, white gloves and spats. A mobster-type criminal, he fancies himself a "gentleman of crime". Unlike most villains, he is sane and doesn't theme his crimes around a psychotic obsession; his intelligence and aristocratic personality starkly contrast against demented villains.
As a result, his relationship with Detective Cavil is often somewhat less tense than it is with other villains, for he is tolerated as a source of criminal underworld information.
Whenever he is apprehended for a crime, he is sent to an ordinary prison instead of to the Asylum.
