So I'm not sure how familiar you are with schools in Japan but I think it would be super cute if we sort of based witch schools on them.
So in Elementary School you are taught magic as kind of an elective. You mostly learn really common spells, some magical history, really basic magical plants/animals, that kind of thing. It's more designed to get you familiar with what kind of magic is available than teach you how to actually do any of it.
When you turn 14-18 you get to take your Magic Exams* [will come up with better name later]. In order to go to Magical School you MUST take these exams. They will determine which school you are eligible to attend and what subjects you can apply to take. So the higher your score on your exams the better quality school you can go to.
Once you get a high enough scote to attend the Magic School of your choice you are allowed to apply. Schooling typically takes between seven to ten years depending on how specialized your profession is. Like if you want to be a Magic Doctor you'd have to go for the full ten years. If you just wanted to work at a Magic Beauty Salon or something you'd probably only need seven years.
You can take your Exams from 14-18 only. After eighteen your pretty much declared a magical dud. You can attend the equivalent of Magical Community Colleges but that's about it.
