I have tried in both of my existing rps. If I select "Manage Forums" it lets me move around the "Parent" forums, but it will not let me change the order of any subforums that are not "Parent" forums.

Having a similiar issue, although I have an issue where i can't add or delete new forums as well, so the problem might be a little different. They seem to move around fine though after a certain point they don't want to be ordered anymore and refuse to move for you.

There is no way to delete forums. Only the admins can delete forums and you need to make admin contact threads to ask. However, if you are merely intending to replace a deleted forum with something else, you don't need to delete the old one. You can just rename it and move threads out of it to turn it into something else.
As far as adding forums, there is a limit of 5 and all subforums count within that limit. The only forum that does not count is the one labeled "Main".
