Can't add forums to my Hosted Project?

Is there another one we can't see on there? Users can only have 5 forums in their HP before they need to make a support ticket to have Staff add more for them.

That actually is 5 forums so if you want to add more, you would have to submit a support ticket. Roleplay Area, OOC, Characters, Alive and Deceased all count as forums. Even if they are within other forums, they count. I have an rp set up similarly to that one.

The "characters" board does count towards the amount users are able to create, from what I have experienced.

I have two boards that beg to differ. Both of them needed tickets to add more and my set up looked near identical, albeit with different titles, than Noivian's.

It is a category forum. It counts.
In my two rps, I have categories and after you reach 5 including the categories, you cannot add more.
I can link to both of them if you would really like to argue with me.
Both of my rps have 6 forums (including "categories") and both had to have the 6th one added in by an admin.
I didn't think categories counted. If you want to link the roleplays though, I might join, that's what I'm here for.

The only "category" that does not count is the initial category labeled "Main". If you add any extra categories or turn something else into a category, it counts.

Granted the last could be in as a forum or even a subforum for Roleplay. All of which is inside the main.

If they are inside of "Main" then they are not categories. A category can only hold forums. It cannot hold any threads. If there are threads within something, it is a forum. In your case, your Information forum would be what is called a "Parent Forum" I think.
That is why I think Riuma was confused.

Anything that can hold threads within it counts as a "Forum".

Anything that can hold threads with the exception of the default "Main" forum counts towards the limit of 5.
Alright this just gave me reason to think otherwise. (Also why did I say 4? Idk)

Essentially, the owner of the HP can create up to three new items. They can be categories, forums, or subforums.
