The "characters" board does count towards the amount users are able to create, from what I have experienced.

That actually is 5 forums so if you want to add more, you would have to submit a support ticket. Roleplay Area, OOC, Characters, Alive and Deceased all count as forums. Even if they are within other forums, they count. I have an rp set up similarly to that one.

It is a category forum. It counts.
In my two rps, I have categories and after you reach 5 including the categories, you cannot add more.
I can link to both of them if you would really like to argue with me.
Both of my rps have 6 forums (including "categories") and both had to have the 6th one added in by an admin.
I didn't think categories counted.

They do count. I have four categories and one forum, and those together count towards the 5.
Why do you have four categories if you only have one forum?

If they are inside of "Main" then they are not categories. A category can only hold forums. It cannot hold any threads. If there are threads within something, it is a forum. In your case, your Information forum would be what is called a "Parent Forum" I think.
That is why I think Riuma was confused.
Do child boards count?
Anything that can hold threads within it counts as a "Forum".
Towards the 4, I mean.
Anything that can hold threads with the exception of the default "Main" forum counts towards the limit of 5.

Granted the last could be in as a forum or even a subforum for Roleplay. All of which is inside the main.
