Franchise owner of both Bouquet and In the Garden. He's pretty hard to find as he's usually at his main job, managing a curated designer boutique at the other side of town. He's hands off with the business, and doesn't really meddle with the Flower Program in particular. His job is to keep the two businesses afloat and that's exactly all he's planning on doing. He was previously known as Snapdragon.

Gabi, also known as Crabapple, is the branch's current leader. They're widely acknowledged as the most skilled of the currently active Flowers. Unfortunately, they're not exactly the most personable of the bunch, leaving the niceties to people like Cedar. Their successor is yet to be chosen, which looms like a sword overhead as they near the end of their term. It's not unusual to find them on the building roof, trying (and failing) to quit their smoking habit.

Formerly known as Hyssop, Juno works odd jobs for one of the farms that supplies Bouquet. He's a sociable sort who mooches off of his friends for a quick bite at In the Garden. He's a good person for newbies to approach as he's only recently graduated and knows the ropes well. Just watch out as he also enjoys playing pranks - be wary of any doors when he's been in the vicinity recently. Gabi still has a score to settle with him about the bucket of water that landed on their head. Don't stick around, or he might pin his next crime on you.

We bloom and fade away, but the transity of our time is what makes us so much greater.
Flowers are magical people able to wield the power of love and friendship as weapons! Well, not really. Or kind of? It's difficult as no one is really sure where it comes from, though the main theory is that it's born of their wish. It's not necessary for it to be a good wish, just that the desire must be true and strong.
While transformed Flowers have increased athletic ability as well as access to magic, which is specific to the wielder. Some are able to channel it into their weapons, while others can conjure things like fireballs.
Flowers are scouted around the ages 18-24, spending the next five years in the service program. No one's able to keep their power past their 30th birthday. Upon induction, they're asked to choose an alias by name of a flower.
transformation
I like to think of our transformations as a revelation of our true selves.
When a Flower transforms, their physical appearance changes. Some transformations only involve an outfit change, but others may find their hair and eye colors changing as well. The resulting new appearance is often linked very closely to the Flower, whether it's their wish, their past, an important event, etc.
The weapon is also generated during transformation, and is once again dependent on the Flower. Two Flowers may both use swords, but one could use it as a physical weapon, while the other channels their magic through it. It all depends on the individual.
Both weapon and appearance are decided on first transformation and the Flower has no real control of either, even if it's technically born from their psyche.

It's older than you think! The means just changes with the time and place. Until the past decade or so, we used things like fountain pens and gohei to transform.
The exact history of the Flower program isn't fully documented, but the earliest confirmed records of it are from a hundred years back. There are further theories that many children's stories or local folklore are actually Flowers and Fragments. The origins of the Flower program isn't fully known, however it is widely suspected that both Flowers and Fragments weren't always part of the human fabric.
Nowadays, no one except active and graduated Flowers are aware of the program, Flowers, or Fragments. This is because the general populace are unable to see them. Humans are born able to see them but slowly lose sight of them through their puberty and adolescence. Some lose it as early as eleven while others hang on until they're sixteen.
Secrecy is vital to the program. Any Flower, active or graduated, found divulging information to an outsider is immediately kicked out and their memory wiped. Memory wipes aren't selective; if a random discovers the flower program by accident, the hours surrounding that incident are completely gone. The same goes for flowers who break the rules. If a Flower fucks up on their fourth year, they will lose all memories of the past four years. For graduates, it's even worse: all memories since they signed up will be erased.

Mine? I'm still trying to think about how to word it. We only get one after all!
At the end of a Flower's five year bloom, they are granted one wish. There are limits and caveats to this, though they can generally be summed up in four rules. These rules are intentionally left vague and I'll most likely go on a case by case basis for characters.
It can only affect either yourself or one singular person.
For example, you can wish to cure someone of cancer, but you can't wish for a cure for cancer in general.
No alternate universes or multiverses, or altering time in any way, shape, or form.
This is immensely powerful magic with untold consequences. Way above a Flower's pay grade.
No immortality or the like.
However, a life may be extended to 200 years, or you could be granted perfect health that would extend your life far beyond the human average.
In the same vein, no wishing for death.
Though you can give someone a terrible illness, or cause them immense suffering. They just won't die from the wish itself.

So convenient right? It's a Fragment detector, a Flower recruiter, a transformer, but it's still your phone!
When a potential Flower is discovered, the Bouquet app installs itself onto their phone. When they open the program, a mini-comic depicting a magical girl defeating a monster presents itself, along with the words 'this could be you.' As they scroll further, the five year contract and expected wish reward is explained. At the end, they are asked if they agree to the terms and conditions. If no, the app deletes itself and the time the candidate spent on the app is wiped from their memory. If they say yes, the text presented at the beginning of this thread is what they'll find. The candidate is given one week since opening the app to make their decision. After one week, if there is no response, the app deletes itself.
Beyond that, the Bouquet app is how a Flower transforms into their magical form. When a Fragment is detected nearby, a push notification comes up with the option to transform.
In the event a Flower upgrades or replaces their phone, just hand the new device over to the Bouquet Shop staff and they'll have it sorted in a jiff.

If you need any help, just find the nearest branch.
On the outside, it's a simple chain flower shop found in many locations worldwide. But show the app and you'll be lead to the backrooms, which acts as a watering hole for most local Flowers in the area. Newer recruits are the ones most frequently found here, alongside their mentor if they have one.
The staff at Bouquet are all either active or graduated Flowers, and can answer most questions related to the program. They will also assign missions if anomalies or tougher Fragments are located.

They serve some lovely coffee if the shop is getting too stuffy for you.
Due to the nature of being a Flower, a normal part-time job could be difficult, especially if they have additional responsibilities like university. This chain cafe is attached to some Bouquet Shop locations and is staffed by active Flowers who need the income.

They're scary, but they're sad as well, aren't they?
In the simplest of terms, Fragments are manifestations of extreme negative emotions or distorted self-image turned into monsters. This is one of the primary reasons the existence of Flowers and Fragments must be kept secret: mass hysteria and fear can cause more Fragments, which perpetuates a self-fulfilling cycle. It's theorized that both Fragments' and Flowers' powers are rooted in the same thing, though what that thing is is still unknown.
The only way to hurt a Fragment is via a Flower's weapon or powers. Dropping boulders or shooting bullets into them do little more than irritate these monsters.
The effects of a Fragment's rampage is often explained away as natural disasters or freak accidents.
procedure
Understand the risks, and don't bite off more than you can chew.
When a Fragment is located, its general threat level is assessed by the Bouquet app and broadcasted to nearby Flowers in a simple letter grade system.
  • grade F
    An easily crushed fragment that an experienced Flower could deal with alone. A couple of newbies could probably do the physical equivalent of button-mashing to achieve victory. Doesn't have much impact on the environment. Imagine them as senseless mob monster.
  • grade E
    Would require a couple of Flowers to defeat, but the risk is small overall. Flowers should watch out for any bystanders, however. The monster has gained sentience.
  • grade D
    Having a rudimentary team would be ideal, and as long as no one does anything stupid, there should be minimal danger. Don't get cocky and cooperate. The monster has found friends.
  • grade C
    This is when things begin getting risky. C-grades can still be dealt with using teams made on the fly, but less experienced Flowers may want to wait for a proper squad leader. The monster has developed a brain for strategy.
  • grade B
    Bouquet will ask any less experienced Flowers to pull back and wait for further orders. Proper teams are deployed with a dedicated squad leader for that mission. The monster has developed proper weaponry.
  • grade A
    Upon encounter, any Flower, regardless of experience, is expected to simply monitor the situation and wait for backup. Bouquet will need to evacuate nearby civillians in some way. The monster has evolved into a dragon.
  • grade S
    There's only been a handful of recorded instances of S-rank Fragments, and they've all been devastating. Do not attempt to engage alone or without a proper strategy. The monster has become a biblically accurate angel.

tiger tail city
Home sweet home!
Welcome to Tiger Tail City, a busy metropolis built along the coast to its east. There's nothing better than watching the sun rise over the horizon, the brisk ocean breeze waking you up for the day.
Historically, Tiger Tail is a port city, though nowadays only smaller trade ships can dock due to environmental and infrastructure concerns. It's only in the past half century that it's moved towards more tourist attractions. There's a sizable business area up north, but most of the city's industry lies in commerce and tourism.

Tiger Tail city is located in the northern hemisphere and experiences all four seasons. However, snow is rare, and swimming in the ocean is only feasible 2 out of 12 months of the year. The weather is generally on the wet side; expect a light shower at some point of the day, regardless of the season.
public transport
The light rail is pretty reliable, but if it's the bus expect it to fall behind.
Due to the push towards sustainability, there's been a lot of construction in recent years for road widening to include dedicated bike lanes and expanding the existing light rail system. That's not to say there isn't traffic - it still gets pretty congested, especially during rush hour. But at least there are options for people who don't have cars.
culture
All the fun activities are along the east side, but the best food is at these tiny stalls at the business strip.
Most families live in neighborhoods in the outskirts or just outside the city limits, which leaves the residential demographic skewed towards 20 - 40 unattached people. It isn't uncommon to see Tiger Tail University students doing a pub crawl next to call center agents rushing to their night shift. There's always some form of life whatever hour it is.
Most entertainment and nightlife is at the beach-fronting side, though 24-hour convenience stores, diners, and fast food joints can be found everywhere. As you get farther away from the coast, mixed-use buildings crop up, their first couple of floors luxury retail while the upper floors are high-end apartments. The farther you get away from the northeast area of the city, the more affordable options appear.
