This might be a silly question but how do I use an image as a border background?

Thank you, but I think I phrased it wrong. Is it possible to put the picture inside the frame instead? So that it would be in place of the red frame, and in place of the current picture there would be a transparent background?
Edit: The frame would be thicker than the one in the example.
