Blüdhaven is located south of Gotham, about 30 minutes by train, bus or car. It was a former whaling town in colonial days, which was officially incorporated as a "Commonwealth" in 1912. The town had a generally poor socio-economic populace, owing in part to failed efforts to transform itself into a manufacturing and shipping center.


History





In the 20th century, the city lived through a corrupt balance of underhand dealings and unlawful policies, which was helped kept in check by the local police force. When the mastermind Blockbuster started making moves into Blüdhaven, so too did Nightwing who was following up on the murder of 21 gang members who had washed up in Gotham City's estuary. As the city's first hero, Nightwing ended Blockbuster's criminal strangehold over the city and helped clean up its corrupt police force. Nightwing left the city soon after however, out of guilt for allowing Blockbuster's death at the hands of the vigilante Tarantula.

Jessica Grayson stared at the stars from the top of a brick apartment building. She was in her nightwing suit, mask on, Bo Staff in her hand, but she wasn't doing any crime fighting tonight. The city was quiet. Jess liked that. The small-time criminals that were on the streets tonight would be easy enough for the Police department to handle. Her legs dangled over the side of the building, swinging back and forth. It was an old habit of hers from her Robin days that she never really lost, nor did she really want to lose. The movement of her lower limbs made her look almost childlike in the moonlight, but she wasn't. Far from it, actually.


Her blue eyes, formerly bright with mischief and a peppy sort of confidence, were  now dull, as if all the light had been snuffed out. As she stared at the stars she spotted with practiced ease the watchtower's oddly bright glow amongst the dim backdrop of stars and airplanes, and she let out a sigh. Nightwing stood, bowing her head and staring at the concrete roof below her, as if turning her back on the stars that once gave her hope and now filled her with nothing but sadness. She raised her head and looked out over the city below, heart heavy. 


My City. She reminded herself. Mine and no other's. 


"This is my city to protect." She said aloud, albeit quietly, as she walked back to the edge of the building and leapt into the street below. She landed cat-like on the sidewalk and went down a few back alleys, into her own holographic "back door" of sorts. Her home. 


Simple lair. A stand for her suit, a computer linked directly to the Batcomputer, extra belts and Bo staffs.... Her dad's old game system that she hadn't played since who knows when.... 


A sewing machine for repairs....


As she ascended the secret stairs into her own two bedroom one bath apartment, fully changed into her civilian attire, she felt her knees wobble a little. Jess flopped down on the couch, sighing again. She stared at the black TV and then put her elbows on her knees and her head in her hands. 
 
Drake Swift, NeoShade


[SIZE= 12px]"So this is Blüdhaven, not really picture prefect by hey I got a free plane tickets so I'm not complaining" Drake said to himself looking out of his hotel room's window. He staying a in decent hotel, not a very good looking place but it was outside the main crime districts so was at least a little safe. As he looked out the window he heard a woman scream, then noticed and man dragging a woman into an ally. Should I help or pretend I saw nothing... I could get her number if I help... Drake thought to himself before grabbing his hat that was hanging from a chair on his way out of his room. He then ran down the stairs and headed to the alley way. The ally was a bit dirty and dark. Drake shrugged and walked in looking for the woman. Few second later he found her, behind him with a gun. The man who dragged her came out of a door way holding a crowbar. [/SIZE][SIZE= 12px]So how did I get to this point... Oh yeah I got a plane ticket off a thug who tried robbing a store... Lucky me I was picking up some snacks... or well unlucky me sense I'm being mugged right now...[/SIZE][SIZE= 12px] Drake thought to himself.[/SIZE]


[SIZE= 12px]"Handed over your wallet and you won't get hurt." The woman Demand with the man in front of Drake putting his hand out for the wallet.[/SIZE]


[SIZE= 12px]Drake sighed before he seemed to disappear before the two robbers eyes. What he really did was go into his shadow and then moved behind the woman. He got out and said "So I take it I won't be getting your number then" Drake said smirking. The woman looked surprised before turning around to see Drake. Before she could aim her gun Drake's shadow turned into a boxing glove like fist and jetted up to give the woman a upper cut. She was out cold in one hit. Now the man looked worried and looked at the gun on the ground near the woman. "Unless you want the same thing to happen to you, don't try it." Drake said as the man jumped for the gun. Drake sighed and his shadow turned into a spike around the gun.[/SIZE]


The man screamed as the spike went through his hand. "I gave you a warning man. Seriously this happens way to often. You people think oh it's a meta human, I can take him. No you can't" Drake said with a sigh as walked over the gun. His shadow made a gap so he could pull it out. "Are you a fan of old westerns? I'm not really but there is a quote I do love from them. So do you feel lucky punk? Well do ya?" Drake said pointing the gun at the man's head...

"First off,"




Marcel teleported to the right of Drake and grabbed his hand, twisting it with his thumb pressing against Drake's palm to dislodge it. The movement caused the gun to fire, missing the thief completely, but in doing so scaring him off while holding his bloody hand. "This isn't a .44 magnum and you aren't Callahan," Marcel continued his initial introduction. With his hand still on Drake, he kicked off the ground to throw a straight kick at Drake - the speed and force alone enough to tip Drake off that the individual in the grey suit wasn't normal; if the teleport didn't do so in the first place. Knowing Drake and his abilities, Marcel let go of his wrist and followed through with the kick, predicting Drake would turn into a shadow to dodge it. Knowing the limitation of his shadows, he was also sure that Drake wasn't going to be out of earshot for his next one-liner.

"This city belongs to Nightwing, Mr. Swift," Marcel commented, "and it wasn't wise to spill blood on her snow-covered streets. Nor put a bullet in his head." Marcel landed on the ground after following through with his kick and merely waited. If the reports on Drake were accurate, he wasn't going to immediately flee and he wouldn't attack first. "As for 'oh it's a meta-human, I can take him' - trust me, bud, I can. Problem is, Nightwing can, too, and I would rather have you helping me than in some specially-lit box being shipped to Arkham in Gotham - or worse, one of those government-funded facilities," Marcel continued, now just waiting for Drake to reply in general.
 


@ChazGhost (I took the liberties here of "predicting", but I'm doing them based off my Gotham post were Marcel attained files on Drake. If these predictions are off-base, I can fix them, but I felt they were fairly spot on for how Drake would react.)
 
Drake Swift, NeoShade


The reports on Drake was right. When he was about to get kicked he quickly went into his shadow. He then went up a wall and got onto a nearby roof before coming out of his shadow. "I was defending myself. I'm just on vacation here. I even tried to save a woman, who turned out to be a mugger. Clever trick really i got to say." Drake said dusting himself off before looking down at Marcel from the roof. "By the way, the name NeoShade when I'm on the streets. And sense you know my name, why not tell me your's" Drake added smirking.


"But moving on from that, what do mean by helping you? What would you need my help for? Trying to start some kind of team or maybe planing to do a heist? So what is it in the end?"" Drake asked curiously. This could be a interesting talk... Or turn into a fun fight... Either way it'll kill some time... Drake thought before walking down a firescape to get closer to Marcel. Drake had his shadow ready to defend himself in case Marcel tried something.

Marcel chuckled beneath his mask. He was right. Drake began talking and by his tone he sounded interested. Soon enough, his words concurred. The grey helmet of his suit began to meld into a liquid metal that trickled down his cheeks, eventually revealing his head. From appearance alone, Marcel didn't appear much older than Drake himself. His stance also became more relaxed and he crossed his arms before looking right up at Drake. "While I'm in the suit, they call me NoOne - if they call me anything at all," Marcel replied, introducing himself. Marcel marched his fingertips down his arm, drumming them in a rhythmic pattern while keeping his eyes fixated on Drake.

"Average response time in Bludhaven is six minutes, starting now. Your description - and mine - will be released to the public, but more importantly to Nightwing. Regardless of your excuse, she doesn't take kindly to meta-humans attacking others in her city and I particularly am not fond of anyone associated with the Bat," Marcel continued on explaining. Just from the way he spoke, it was apparent that he was both practical, thoughtful and a man about statistics. "Simply put, we don't have time for pleasantries. I'm a man with a mission and that mission is simple: take Gotham from the Bat Family. And, no, I don't mean through criminal measures. I mean remind them what vigilantes do when they're not dogs of the government. Show them how we can protect people when we don't answer to a space station with a political agenda. It's not impossible; Green Arrow protected Star City for decades. But, I want to take Gotham from the Bats. They have sat on their perch far too long and become too involved with politics to protect anyone. I saw you were a soul that sat on the fence. You waver. You want the thrill crime; but, you're not a bad person at heart, are you Drake?   You just want a little fun. Well, I'm not a bad person either. I tracked you down specifically to help start my crusade. We don't need to return to Gotham immediately, either. We could take this precious City from Nightwing... and have a little fun in the process."

Jess's ears picked up the sound of gunfire, a single shot fired into the quiet night. Her heart rate escalated as she felt herself itching to investigate. "Ohh no. Nope. Nuh-uh." Jess said, talking herself down from the excitement. She looked back out the window and bit her bottom lip. She let out a frustrated, resigned sigh and then turned to her dresser. "Good god, Jessica. What are you getting yourself into...?" She whispered, staring in the mirror as it slid sideways to reveal the stairs.


In no time at all Jess was Nightwing, and as she ran across the tops of the buildimgs, vaulting over the gaps between alleys, she felt a buzz on her wrist. She looked down at it and nodded. The BPD had just sent her the street the perpetrator was on. Having moles all over the city actually came in handy sometimes. 


Nightwing was in pursuit. 
 
Drake Swift, NeoShade


Drake listen to the NoOnes speach. It wasn't the most expiring speach but it ggo Drake's attention. "So you want my help to start a crusade to take Gotham away from the bats. Well if It's anything like the oringinal cruaades there will be plenty of fun and treasure. I'm not one to turn down either. Also for doing good for the people is nice to of course." Drake said before going into his shadow. He went back to the ground and came out with his hand out to shake. I'm in. i've thought the bats were getting to big for themselves anyways." Drake said smirking.


"So who else you got in mind for this. Crusade of yours? And by any chance are they female and single? " Drake added joking alittle with a big grin his face.

"No one else, actually. No women on the list, either, but when we find one, I'll let you have first dibs," Marcel replied. It was the first time his tone shifted from the stoic know-it-all to having a personality. Despite cracking a joke with Drake, he was still counting down the minutes in response time. The gunshot would accelerate things considerably, although whether or not it would bring Nightwing out into the evening was an unknown. The odds were in their favor, though. With a teammate, the odds were 2:1 and Marcel was absolutely willing to make their first statement. "So, Drake, judgement call: want to cause some chaos to get her attention now or dodge that bullet and stay Bludhaven a while?" Marcel asked. This time, his tone quickened. It was still lighter than before, but it was evident there was a concern for time. Not that long ago, he was literally citing off response times, so it was no small indication that he was a timely individual. Moreover, it was a relatively important decision. Nightwing wasn't aware of either of their identities; that much was known by the fact Marcel was off the grid - not even Waller had a file on him - and Waller himself was the only one with access to the list of civilian individuals of interest, like Drake.


The real question was... Introduce themselves now or later?

Drake Swift, NeoShade


Drake smiled when Marcel gave him the option to cause chaos and get Nightwing's attention. "Well if your going show yourself you might as start off with a victory against a bat.  And our chance together against one little bat is better then tarting right off with the whole... Whats a group of bats called?" Drake asked now wondering to what a group of bats was called. What the hell is a group of bats called... is it a family?... if it is the bat family is more clever then I thought... But in the end I don't care... Drake thought before shaking his head. "Never mind about the group of bats question. Yes I think we should stay here and draw out Nightwing while having some fun" Drake said with a sigh. "Any suggestion were to start or just start beating up random thugs on the streets?" Drake asked pulling up his sleeve to check his watch. "Huh almost six minutes now sense we started talking..."

"A group of bats is called a colony," Marcel replied dryly. It was a half-random factoid he actually knew off the top of his head. More than likely, it was something he picked up due to his partial obsession with the Bat family in general. Nonetheless, he was able to spout off the answer to the odd question Drake asked in no time. Marcel then leaned against the wall behind and, pressing one foot against the wall and crossing his arms more firmly. The grey helmet of his suit began to seep back up his neck, quickly covering his head before taking the shape it originally had. It was an odd sight to see; most suits today still used hard plates and electronics. This seemed organic - like crawling flesh. "The cops are late. More than likely, they won't be responding to a meta-human threat. Nightwing will come here to investigate and we'll confront her. We don't need to fight her, though. We can. But, we don't need to. We just need to let her know that we will be taking care of Bludhaven for her," Marcel explained.

He then let out a sigh. The air was cold and even though his suit kept things regulated, he could still feel it. He wasn't used to this. Even the chills in the tunnels beneath Gotham weren't necessarily this bad. "After that, I say we do what these pretend heroes haven't in years: make the streets fear us," Marcel finally told him. Fear. He emphasized it, but it was the element the Bat family missed for so long. The only one that upheld it even remotely was Duskwing and he left the streets some time ago to track the League of Assassins. Fredrick Todd was another one that the streets feared. He was next on the list. It took Marcel some time to consider if a Todd deserved to join his crusade, but the Red Hood never really was a Bat... was he?

"Wow you really like bat if know that or well in this case hate them enough to learn a lot about them" Drake said when Marcel answered the bat question. "So should they be called the bat colony instead?... well I guess it's not that catchy" Drake added with a sigh. He then looked at the blood left on the snow from the thug who tried to rob him. "Well I doubt she'll be happy about us taking Bludhaven, especially sense we ain't planing to play by the rules." Drake said pushing some snow with his foot over top the blood to try to hide it. "But then again we can take her on in a fight"


"I think did good so far at spreading fear, knocked out one mugger and made another run away bleeding... Ohh yeah she still here" Drake said remembering that the female mugger was still there. "What should we do with her? Wake her up and scare her away or what?" Drake said bending down over the out cooled woman. She was still breathing steadily and didn't seem beaten up, except a mark left from Drakes shadow upper cut.


(I was planning on waiting until Nightwing showed up, but I decide to stop waiting)

Nightwing followed the coordinates to the site of the shooting, and was relieved to find no one dead. She stared at the two men below her and raised her eyebrow. "Hm." She mused, crossing her arms, Bo Staff sheathed in her belt. She examined the males with intent blue eyes, the black of her suit mostly camoflauging against the starry night sky. 
 
"Normally," Marcel replied, "I do so very much dislike using the brute-force method of instilling fear." He then began to walk over to the girl that Drake hovered over. "But in this case, I can remain no one while your shadows do the work," he explained. Marcel felt for her pulse for a moment and once confirming it in addition to counting her respiratory rate, he began slapping her face lightly. "I know you abilities, but this time, become creative... show her fear, but do not harm her. Control her. She isn't strong enough to fight you off. All we're doing is making a statement... that we're in control."

As the girl began to wake up, Marcel stepped back and finally added, "that message will be carried on further..."

"I wouldn't call what I usually do brute. I prefer to say a special fence" Drake said as Marcel began slapping the woman. "I think what I've done before is creative but I get what you mean. Scare in way to make her fear me and spread word of that... Isn't that what the original Batman did?" Drake said smirking as the woman woke up. Then Drake walked backwards a few feet as his shadow moved around the female thug.


"You mother... what's going on... what is this circle me..." the woman said getting scared as the shadow circled around the woman. Then a hand formed from the shadow and grabbed the woman. The woman was about to scream when another hand from the shadow went over her mouths.


Then Drake walked over to the gun still on the ground. "You thought this was enough to scare me into giving you my money..." Drake said smirking before picking up the gun. He then walked back up to her. "You failed in doing that, But..." Drake said before firing a bullet that missed the woman, barely though. The woman made a muffled scream sound as the gun went off. "But I'm a nice guy. So let me teach you how to really scare someone" Drake said before chuckling evilly. Then Drake's shadow hand when back into the main shadow before the shadow then formed a cocoon of sorts around the woman. "Now give it a moment..." Drake said before looking at the gun and studying it a little. Then after a few moments the shadow uncovered the woman who had look of horror on her. As soon as she could she ran away. "Fun fact, when I go into my shadow, I go into a pocket like version of the shadow lands. If your not used to seeing something like that, your going to be pretty scared." Drake happily said as the woman ran off.

Nightwing tensed as she listened to these men talk, then smirked as she watched the woman run off in terror. She watched the direction the thug went off in, recording it for future use, then looked down below her at the two beings. She jumped down behind both of them and crossed her arms. "Neat party trick."  She said, just barely loud enough for them both to hear. "Mind telling me who the hell you are and what you think you're  doing in my city? I'm always happy to meet a new face."  She knew that, despite them taking on a thug, these two were no angels and she had to be on her guard.
 
It was her. It was Nightwing. The legacy in the flesh. It may not have been the same Nightwing that died on Alcatraz. The valiant hero. The first Robin. But, it didn't matter. She wore the mask and she represented the same ideals. Marcel kicked off the wall he was leaning on and faced her specifically. His arms remained crossed, his stature firm, and despite being behind a helmet, he exuded the superiority that came from his complex. His suit was unlike any the Bat Family had as well. Even the suit Beetle wore did not have the realistic tone to its flesh or the organic flow in its components. Marcel in his suit appeared to be a completely different organism in his suit; not just a personality in a mask.

"Nightwing, Nightwing, Nightwing... just another cowl under the old Bat name," Marcel answered her. "This isn't your city anymore. Not by a long shot. You and your entire family aren't the heroes you used to be. Your cowards in cowls hiding with political agendas. You don't give a damn about the streets anymore," Marcel continued. Marcel stepped just a hair closer to Drake before he finished his lecture, "so how about you stop asking questions and start listening. Your era is over. Hang up that cowl and let justice be served."

Nightwing raised an eyebrow. "Hah. Funny. See, I have a few problems with that." She held up her finger. "One: I am not involved in politics. I think the government politicians are asses and need to keep their nose out of my city and my job and in no way impede what i am doing." She held up another finger, making a list. "Two: I am not going to give up my home to a power-hungry, haughty, flamboyant boy who just wants attention and people to do things his way. I may not be a politician, but I do believe in second chances, and I do distinguish between the thief robbing to feed his family and the jerk robbing because they find it fun." She took a deep breath and stood taller. "Three: I made my father a promise to watch his city. To protect his city. My father always kept his promises, so I shall keep mine." 
 
So this is Nightwing... She's kinda of cute... I may of ask for her number if this goes well... But given the fact she a bat and NoOne here goal is clear i doubt this will go well... Well if it comes to a fight I maybe able to grab a cool bat weapon off her... After take her down of course... Drake thought when Nightwing appeared.


"The names NeoShade, former gentlemen thief and current hero... in a way" Drake said with a bow and taking off his hat as he did. Then he listened to what Marcel and Nightwing said. Drake then simply shrugged as put his hat back on. "I can't really say I care about your thoughts on government or the promise you made to your daddy dearest. I was the kind of thief who stole for fun, but being a hero seems to be more fun except some of the rules. Which why I'm with him, to help start a new era in crime fighting." Drake added with a smirk.

"This isn't about recognition," Marcel replied to her. His voice cut right through hers. There was something about him that made every word he said push against hers like force meant to be met. "This isn't about power, a promise or your problems. It's about how each and every one of you have failed your cities. I'm only starting here to give Gotham a warning. But this? This is your warning. This city has new guardians, so you need to step off and take a lesson. Crime has soared in the last decade and it is the fault of failed heroes like you living on legacies and falling short of expectations you can't possibly achieve."

"So, like NeoShade said... this is a new era of crime fighting," he added with a tone of finality.

Nightwing glared at Neoshade and Marcel, crossing her arms. "I beg to differ." She said, her words as steely and cold as his, if not more so. "This city is mine. The Bat Family? It died a long time ago. I don't work with them. I don't work for them. My affiliation with them died with my Father and the rest of Alcatraz." She leaned against a wall. "A new Era of crimefighting. What exactly does that entail? I may be all for this 'new era' of yours if I hear exactly what it means." She held her hands behind her back and gently removed her Bo Staff. A casual, obvious gesture, not secretive or sly in the least.
 
"I know more about the Bat family than most surviving members," Marcel told her, his tone now becoming condescending. "All the way to the original himself... the Bat family will not die until each one of you are dethroned. You each wear those crests, have your faulty training... each of you are the offspring of someone you could never aspire to be. Because he was never any of the men he trained under, but a bitter amalgamation of their intellect. Likewise, you are just a bitter reflection of your father, miss Grayson," he continued on. The disdain in his voice was obvious. It was almost personal. It was quite literally as if both their masks were stripped away and she could see the hate in his eyes - hate for her... and her family.


"But you want to know what our new era will be about? It will go back to what all of you heroes refuse to admit. Batman made criminals fear him. He hurt them. Thousands upon thousands of broken bones, contusions, hospitalizations... but he had that one rule for a long time, didn't he? He thought it made him different. Isn't that what all the psychoanalysts say? He wouldn't kill, but it didn't matter. While it was a small fraction, those that he did injure often never recovered. They required rehabilitation that Gotham didn't afford them in a prison system. Never were able to get back into the working class. He perpetuated a cycle. That's what the Red Hood realized, wasn't it? That if the need came for violence, there was no point in holding back. What do a few petty lives matter? Did Harvey Dent ever recover? No. But, the forefather of your little bat clan thought he could and ended up costing thousands of lives before Dent was finally put in the ground by a real hero: the Hood...

If you really want to know what our new era will be, it will be about fear... the fear you all seem to forget is part of your very heritage... but it will met without needless limitations like the pathetic lives of those that would waste them anyway."

Jess stared into the face of this metal man and she felt anger surge in her throat. 


"You don't know anything about me." She growled. "You think this city loves me? I show mercy only where needed, with the criminals who want to feed their families, the teenager saving her father from debt, the boy forced into criminal dealings because he was stolen from his family. With the others?" her staff whipped in the air as she extended it, making a threatening whistle. "They come to the police battered, beaten, bruised, not only physically but emotionally. You think you know me?" She laughed bitterly, her lip curling up in a snarl. "You know nothing about who I am. What I've been through." She turned and sheathed her Bo Staff. "Now, good evening to you both. I suggest you leave, as this city is well under control and if you'd like to send your warning to gotham, the next bus is in three hours. I doubt you want me to send a message to the guardians of Gotham that you're coming, so I'll let your visit be a surprise. Now if you'll  excuse me, I have to do a patrol around the city." She began to walk off, anger and disgust boiling inside of her like a pit of lava.

Drake listened to Marcel's speech calmly. Well this is a nice speech... Through he could do with less out right trying to make her mad... Would could try to recruit her... and to par phrase star wars we could of turn her to the real justice side... That a nice name I'll keep that in mind for later... And he just made very angry... Drake thought to himself as Nightwing told Marcel off.


"See ya around Nightwing." Drake said calling out to Nightwing as she left. Then he turned to Marcel and said sarcastically "You a ladies man aren't you?". The Drake then looked at the street outside the alleyway. "So we just made Nightwing angry and probably more determined then ever to keep the city her territory. So should we do our patrol or what?.., I don't exactly know how all the hero stuff works and then theirs you with new rules added to it or well getting rid of some really... So either way what's next?" Drake asked turning back to Marcel.

"Dick wouldn't walk away," Marcel replied. He didn't reply to Drake, although he heard what he said. No. His tone was like a knife cutting straight into Jessica and she didn't even have the time to get out of earshot.


 


@sitanomoto @ChazGhost (intentional short post. I had two paragraphs wrote, but decided something short and sweet like this was the one-liner that would probably tip her over.)
