In 1962 reports from around the world began to surface that those with superhuman abilities had appeared. Ever since then the United Nations and many countries began to develop laws around these superhumans, which resulted instead of heroes rising up to save the people instead they would instead be considered obstructing justice and the law. For over a decade it was like this, until the day when the world's first formidable supervillain made his name known and most effective means where unusable. After a series of deadly events, the UN formed the Office for Superhuman Cooperation that temporarily bypassed the laws they set up to defeat this villain.
Those once considered vigilantes where now considered temporary heroes and after a further three years of dismantling and fighting against what this villain had done, a team of superhumans defeated the villain once and for all. This war against this villain affected all of South America, Central America, Mexico, the Caribbean, and the border states of the USA. Due to superhuman intervention and their affect on the outcome the UNOSC lifted many laws barring superhumans taking a role in protecting people and the world.
It is now 2019 and the world has changed significantly due to superhuman presence. In 1995 the UNOSC established the International Hero Committee that gave official hero licences and requirements on how to become an official hero. In 2001 the UNOSC and IHC created the International Hero Youth Tournament to give those between the ages 18 and 21 to show independent and state sponsored hero organizations their capability as heroes. Those who make it far or who exhibit extreme capability are those who are usually asked to join their organizations.
Ever since then the Hero Tournament has become one of the most watched events on television, rivaling the World Cup and Summer Olympics. Despite it's popularity there is a limit on how many people may participate, as it is an elite tournament for hopeful heroes. The most ever done was 48 back in 2009, but now there is a cap of 24 to 36 depending on the abilities of those who join and the winners of the regional tournaments. This has, however, garnered criticism from the Superhuman Rights Organization who call for safer regulations or abolishment.
