how difficult is it to forsee exaltion with astrology.


It says that its posible but neither the sideral book nor the Players guide deals with this matter.
 
Not directly, but it does...kinda. See p. 26 of PG (the description of the Destiny Merit, and the D&E text box).


 Basically, any astrologer (not just Siddies) can look for Destiny for a given person. Since Celestial (and Abyssal) Exaltation require at least a Destiny of 3 (Siddies require 4), an astrologer can look for Destiny first. If a high enough Destiny is present, then the astrologer can check further to see if Exaltation is in the cards.


 Siddie astrology (on the basis that anything viewable by mortal astrology is shapeable by Siddie astrology) grants the Siddie the theoretical ability to determine who Exalts--though the probability of pissing off Lytek (and sundry other superiors) would probably keep any given Siddie from playing too much with this power.

A experienced solar whos been around since the empress began her "period of seclusion" makes it look likes he's yesterdays exalt The realm sends a wyld hunt against him... he summons some.... very capable demons and has them lie in wait... and there goes an entire dragon.

If you are working in the period after the Empress' disappearance, no need to bring Astrology in at all.  The Wyld Hunt receives a rumor of a new Exalt very close to one of their chapter-houses from some well-placed and reliable, but mortal, source.  They send their troops out, streets run crimson, etc.
