Owen Wilson
Owen Wilson was once a salesman, the very best. A veritable car king. Upon upselling a high-ranking FBI agent on a rental to the tune of an extra $40,000, the FBI recruited him to infiltrate Alcatraz. To get him past Alcatraz's defenses they gave him a serum that made him delusional. These delusions are supposed to wear off, become more focused until he does remember his mission. The serum also scrambled his memories to match with his delusions. That combined with his inherent charm got him into Alcatraz. While he went in for an intake interview originally, he was able to convince them that he was interviewing for the recently vacated chief orderly position.

With his history of delusions even if the Dean had learned of meetings with the FBI or the mission to end Alcatraz, it would seem like another delusion. The scrambled memories got him past Dr.Collins. By the time anyone realized that he had no real idea how to do his job it was too late to fire him.
The perceived lack of competence also helps him get overlooked.

Now the FBI and United States Government has traditionally benefited from the existence of Alcatraz. The research which takes place there isn't something they'd be able to do themselves, as it would cause a major scandal if it would ever be released to the public. So instead, they ignore what goes on there. The old ignorance defense. This arrangement had worked out for decades, putting the ol' USA on top. That changed when Dr.Ian Howard took over the institution. Children would go missing, and the experiments coming out of Alcatraz were truly horrifying. It could no longer be ignored. They needed a man on the inside to bring the place down and of course gather whatever research they could, after all, they couldn't let that go to waste. A traditional agent would be found out instantly. As far as anyone at Alcatraz is concerned, Owen Wilson is just another idiot in a job he isn't qualified for, a living example of the Peter Principle. He has a special agent he checks in with, of course, Owen doesn't really know who this person is. Right now he see's him as a talent agent.

Dr. Stein

As a youth James Stein was deeply interested in the humanities, specifically history and philosophy. He believed all men should be treated equally and with dignity. As such. he would not have approved of these so-called experiments. But these beliefs are precisely what caused them to be discarded. To learn more about his powers he experimented on himself. He went to med school to study the brain. As he learned more and was able to increase his own abilities, his personality took a drastic turn. He became obsessed with gaining more power. Alcatraz just happens to be the latest stepping stone in that quest.

Luca Crowley

Luc's father was a cold and distant man. Sure he fulfilled his normal fatherly duties, but there was always this disconnect. He thought he could instill values in his son. Values he learned in the Gulf War. Luc was not receptive, he had his own value system. Hoping his young son would still be malleable he took him with him on an assignment in the Middle East. It was supposed to be a short assignment. Jack Crowley was to give intensive training to special forces units overseas and pack up and go back home. But fate had other plans.

When he was overseas he became friends with a local girl, Amel. The grew very close over the short time he was over there. Maybe in a different universe, they would have been endgame. He had gotten permission to go off base for the day, it had been calm the past few weeks. Amel and Luc hanging out in the marketplace, doing whatever it is that kids of that age do when a group of rebels shelled the place. His leg was badly injured, Amel was not so lucky. She was laying there gravely injured right in front of him. He desperately wanted to save her, but couldn't due to his leg. It couldn't support his own weight, let alone hers. He had to watch her die.

Fast forward a few years later, Luc is living the good life of crime, using his unique talents to learn all the little secrets of the shakers and movers of society. But the local politicos did soon grow tired of his influence over them and their city. Knowing half the department was in his pocket they had to bring in outside help. They 'persuaded' the current commissioner to step down from his role and hired someone from outside the department. To fill the ranks for their intended raid, the new commissioner made an appeal to state police. Once everything was all set, they descended upon Luc's residence and brought him in.
