Why would Sam use a heavier frame? Her armor's bulletproof, laser-proof, EMP-resistant, impact resistant, shock resistant, heavily weaponized, supports its own weight, can fly, and basically immune to everything but magic and Halo throwing a temper tantrum. The only benefit of a heavier frame is more space to put stuff, and it changes her range of motion beyond what she's comfortable with.
Remember the power armor isn't big and clunky like the Fallout universe, but sleek and more form fitting like Iron Man's suit from the movies.

Doesn't matter if there's more space to make herself God-proof, if she can't move her arms in the way she needs because the joint in the shoulder was pushed out an inch or so and she can't fully swing those swords, she's screwed. An enemy in armor that hinders their movement is an enemy that is just waiting to die.

"C'mon, Bullshit-Land, how do you work?", she muttered. Watching the other weapons materialize, she reasoned that you only had to will it into existence. It kind of made sense, if you squint at it in the dark. This land was entirely in their heads. A little thought, and the gauntlets of her armor manifested around her hands. "Hell yeah," she muttered as her plasma-edged sword extended from one. On the other, she felt the force cannon charging.
She fired the force cannon at one soldier, pure concussive force. If it didn't rip him to pieces it would send him flying, at least. "Fus roh dah, moron." She flinched as she heard her gears clicking to compensate for the force cannon.
I call being the master chief. Gonna fuck some shit upI am probably a day late to answer this but to be honest a lot of the game imposed limitations will be taken away eventually. When we leave the dream world, we can all use power armor.
