It all started with one seer. The world was slowly starting to decline, having its source magic slowly cut off. See, the source magic wasn't anything you could really see, or even physically touch because it was the magic of souls. The Magic is the strongest in those that find their soul-bonded, since all sentient beings are born with only half their magic and their soul-bonded has the other half. As more of the sentient creatures came together and created the United Republic, the chance of finding your soul-bonded decreased, even with a soul mark. And so, Carissa Dragonstooth, seer for the Dragon Clan of the Republic has called together individuals she had seen in her dreams to try and increase the magic the world needs to continue. The invitation is to come to her palace for a year and meet their soul-bonded with who they have a soul mark. They will be living in suites with their soul-bonded and will attend activities and other things as arranged by Carissa. If the pairs make it until the end of the year and get married, they can choose to move into the palace permanently.
