Livia is hellbent on wiping out the world of Magic, which she refers as the world of backwardness. Although her goal is extremely ambitious, Livia is realistic about it. Livia knows that she doesn't have the assets for such a goal and instead focuses on putting the science side against the magic side. Her ultimate goal within Academy City is to amass a large amount of political power and steer the city into open war against the Church. Her short-term goal is to successfully kill a skilled magician to gain further experience. When Livia is around magicians she will still act kindly, but withhold an overwhelming amount of animosity. Overall, Livia lives within a lie that she has constructed, to hide her true self from the eyes of others. Only then she can fulfill her desires.

As the name suggests Livia is able to control all weather phenomenon freely. She possesses an extremely large AIM field reaching 8 km at its peak. This allows Livia to create a "weather dish" which means a section of the atmosphere which Livia controls. The weather dish has a radius of about 0.5km which allows Livia to control an area roughly covering a small city. The dish acts as medium between Livia and the atmosphere linking her personal reality to it. Once this vital connection is established Livia can began using her abilities:
Exclusion Disk
Livia is able to exclude herself from the effects of the weather by diverting towards the opponent. This has become second nature to her but requires a fair amount of attention. If she is attacked there is fair chance that she will lose her concentration. Because of this, Livia prefers to stay long range. The Exclusion Dish, is the area 5 meters around her is unaffected by any weather phenomenon.
Torrential Manipulation
Livia collects all of the humidity with the atmosphere using the weather dish. She can control the degree of the rain from a light drizzle to a flash flood. Livia uses this ability for several purposes. The first purpose is to soak her opponents, Making them vulnerable to being frozen alive by a blizzard or electrocution. The second purpose is to alter the terrain into Livia's favor. By flooding certain sections of land she can severely limit the mobility of her opponent. For example, Livia can create large bogs of mud or even swamps from the surrounding dirt. Causing a great amount of trouble for the opponent. This ability is mainly to set up Livia's maimain attacks.
Current Manipulation
This ability allows Livia to control the wind around her. She can create powerful gusts knocking back opponents 50-100 meters. Livia can use this ability into its extremes by creating a small-scale version of a tornado. However, she rarely uses this, since it causes immense damage and it's difficult to control. Livia can also use this ability to further alter the environment, by directing her attacks towards building, trees, or other objects. Knocking them down to further inconvenience her opponent.
Lightining Manipulation
One of her more dangerous abilities, Livia can direct lightning towards her victims. This ability is further sharpened by the terrain. Since Livia usually soaks the environment and her enemy the terrain becomes a massive conductor. Because of this the attack becomes nearly impossible to escape. However, this ability has several limits Livia is unable to control the exact direction of the lightning which can become an issue, if any allies are around the enemy. In addition, Livia must concentrate on forming the right conditions for lightning. Which requires a period of five to ten minutes, when this window closes she becomes nearly unstoppable.
Frost Manipulation
Labeled as Livia's cruelest abilities, she can create snowstorms, hail, and harsh blizzards suddenly. Which freezes any water around the area, including the opponent. If they're caught in the blizzard, hypothermia will take care of the rest. Especially if they are soaked in water, lasting only two or three minutes at most. She can also pellet the opponent with large chunks of hail. Or freeze sections of the ground either making them accessible or cutting them off. For example, Livia can freeze the mud into solid ground. While freezing the snow into solid ice making travel across them hazardous.
Greenhouse Manipluation
By manipulating the atmosphere she can transfer carbon creating a barrier which traps any heat escaping. She Livia is able to control the currents within the atmosphere she can exchange the atmosphere below with the one above it. This results in Livia's 5th ability Greenhouse Manipulation. Livia keeps a thin layer of atmosphere containing a tremendous amount of heat. By directing it towards the opponent she is able to create a massive heat wave, with temperatures of 150F degrees. This is limited to her environment varying greatly. This attack also evaporates any water with the environment. Allowing her to recycle the water vapor.
Perfect Storm
Livia is able to replicate her abilities on a much larger scale. This puts a large strain on Livia immobilizing her completely. However she can use any of her abilities with the area of the weather disk. Making escape nearly impossible. Livia refers this as her trump card.
Limitations
Livia's abilities are most effective outside, but they are significantly weakened in a close space. She can still use her abilities but Livia is limited to the amount of moisture within the atmosphere. Livia's ability leaves her open to close quarter combat, which she does not stand a change. Because of this Livia will always try to fight on her terms where she has the most control over the environment and ensure a victory.
Livia also has the maintain a certain amount of calmness if she becomes too stress, her ability will start to falter. This leads to Livia's calm attitude towards life. Since she disregards life calling it a game, and rarely taking things too seriously; Livia mainly avoids this issue.
Biography
" I have reached a turning point."
Livia was born into poverty at young age; her parents abandoned the girl when she showed signs of being a powerful esper, out of fear that they would be investigated. Livia was placed as a Child Error of Academy City having no family, friends, nor future. Since she was a high-leveled Esper often losing control of her powers, many children teased or bullied her severely. Livia receded her emotions and learned how to control them well, which resolved the issue.While the area where she grew up was dangerous and violent. Crime was very high inside the neighborhood, with armed robberies occurring weekly. The facility was raided several times with money or food taken from it. The children received a shoddy education from the faculty as they grew older. Some escaped the faculty to join the gangs of Skill-Out who often raided and attacked Espers. Livia had a deep fear of Skill-Out since she was an Esper. Luckily, Livia managed to avoid them and continued staying as a Child Error.
The weather started to worsen as Livia became seven. There were long snowstorms and hail storm occurring, breaking windows, and freezing pipes. The harsh summer heat that came after the winter, made work outside nearly suicidal. During the fall, violent winds would kick up stones and dirt or send trash cans into the air. The strange weather alerted the neighborhood where Livia stayed.
One winter was particularly harsh, temperatures plummeted to -10 below. Many residents suffered from the intense cold, breaking furniture for firewood. The facility was locked in, while the staff tried to fix the heaters. This was the worst period on Livia's life. Many water pipes were frozen shut, and the cold was pushing some towards hypothermia. Food and water supplies dried up leaving the children starving. Each ration grew smaller, smaller, and smaller to the point of receiving crumbs each day. Livia was forced to steal what little food was left inside the warehouse. The guilt was intense for her as she saw others die from starvation. But she knew her situation was not any better. Livia slowly became less emotional, and detached. Seeing the staff, teachers, children, and herself utterly crushed by the winter's fury."Nothing really mattered if I can't stay alive" Livia thought to herself. While eating a thin peice of bread she found.
Livia saw the carnage at first sight. After the winter had passed, the atmosphere around the facility had changed. Many children were in complete shocked at the event, while the staff did their best to comfort them. The children were buried at a small grave. Livia was not shocked at the event, but felt empty inside. Something had left her, maybe it was the hell of winter or the deaths that she had witnessed. Or Livia had seen too many die, and was determined on not being one of them.
Enough complaints were filed to warrant an investigation. Scientists were sent to see if any Espers were inside the area. They soon found out that a powerful AIM field was covering the neighborhood. This discovery sparked a massive investigation throughout the city. After pinpointing its source they found Livia.
Livia was taken in for further research on her powers. They discovered that she had the capacity to become a level 5 esper. Soon Livia was embarked on a rigorous program of combat training and controlling her abilities, at the age of ten. She didn't mind this in fact, Livia enjoyed the attention she received. She received food, water, and sleep quarters from the researchers. Are far as Livia was concern this was a good thing. After four years of intensive training Livia reached level 5. It was decided to release her as a normal student of Academy City. She had to start from scratch since Livia did not receive a proper education. Livia worked hard to catch up and was finally placed as a student of Academy City.
Livia joined Judgement to align herself towards Academy City. She became a prominent member, quickly handling any esper she encountered. Livia hide her real powers and instead rely upon her persuasive skills that she learned in her early life. She referred herself as a level 3 esper to deceive others into believing that she was weak. Livia also constructed a facade of kindness and compassion to gain popularity. She would help other Judgement members with their work and share their duties. Livia was diligent and never disobeyed any orders she was given, completing her assignments at a rapid pace. Her efforts paid off tremendously as she was promoted into a higher rank. Also gaining the trust of her classmates. But in reality, Livia could careless about them.
Livia used her new position fully, she gained access to several databases within Judgement. She began learning how to hack into computers until Livia had a firm grasp on the concept. Once she finished, Livia found that security was fairly light. She was able to see the personal history of each students and their family members. Livia recorded this information for further usage. Livia also tried to find her parents curious about why they abandoned her. Livia collects bits of information such as names, relatives, and birth dates. However Livia didn't find much from Judgement's database to her annoyment. Until one day, Livia had discovered a second firewall which concealed more information about her family. She quickly broken the wall and began looking. Livia discovered that she had a brother but he was deceased. But her mother, father, and sister still survived however. This disturbed her, providing further incentive to look around their history. She accessed another file which was titled "Affiliations"
Livia discovered that her family was deeply religious, aligned to the Catholic Church. With her father being a registered magician and her mother a 'former' nun. They were strongly opposed towards science, and isolated themselves completely off. Livia keep going, and was shocked. Her brother was discovered to belong to an opposing church. He was abandoned and later killed from a raid conducted by Skill-Out.
It did not take much thought to connect what had happened to her. Livia figured that they would abandon her since she is an esper. Livia began looking into the world of magic, using all of her assets and privileges to uncover it. She learned of the opposing theory to Personal Reality, Idol Theory. It was a complex concept as Livia tried to wrap her head around it. But eventually she understood. She kept learning until she was content with her knowledge.
Livia grew more hateful of the world as she uncovered details guarded again by firewalls. She read multiple incidents of wholesale slaughters, from various churches. Wars between fellow magicians which were described in gory detail. She was genuinely disgusted by the needless killing. Livia started to view the whole world as a primitive, archaic, and savage domain. Wondering why her parents would buy into it. She decided to eliminate this world and let Science lead the future.
As Livia reached the age of 17, her ambitions were fully realized. She has decided align herself to the world of Science. While improving her status and reaching the top position as a top Esper in Academy City. If anyone was to oppose her ambitions she would have no mercy.

Today was a quiet day for Livia in the classroom. She sat at the front seat, scribbling across her notebook. Livia waited for the teacher while taking a bite out of donut, which she held with her fingers. There were few classmates around Livia since she asked them to "give her a small break." Her expression was out of boredom since Livia already covered the material as the lesson started. She still took notes, making sure her image was always present. Livia looked up at the whiteboard, which explained Personal Reality to the class. She yawned, pretending to look at it, while reading ahead in the textbooks and taking notes on them. The bell placed above the door rang signaling the end of the class. Livia took her bags and walked outside, cleaning of the crumb from the donut she had ate. " Mh, too bad there's no bakeries around here." Livia thought to herself. She continued to walk her normal path, first picking up some groceries and then going ot her own dorm. Her friends followed Livia, despite her asking to give some space. She sighed before looking at them and greeting them. " Hi, do you need anything? It's nice to see my pals." Livia gave her usual fake smile to them as they went along with her.
Livia and her "friends" went to the grocery store buying eggs, vegetables, and donuts for some time. Her friends carried the bags, while Livia took another bite from a fresh donut. "At least they're useful for something." she thought to herself. It was getting late as the sky turned darker while the temperatures dropped. Livia took her grey trenchcoat while feeling the handles of her backpack, still giving a fake smile. As her friends eventually left Livia went back into her small dorm, opening the mini fridge inside while restocking the goods. She sat down on her couch and changed into her pajamas, wearing shorts and a t-shirt. Livia studied for awhile and went straight into her bed.
Livia's sleep was interrupted by a loud bang from her door. " What the hell? " She quickly went to the door and looked out from a small opening. A member from Skill-Out was outside armed with a rifle, Livia quickly ran out the window and escaped from her dorm, holding a steel umbrella. She went out from the back quickly dashing from the streets to the forest. As Livia left the forest she left a track, clearly indicating her position. She went into an open field as she took a heavy breathe and assessed the situation. " Why would anyone target me? " She wondered. Livia held her umbrella and stab it into the ground, carrying a thin wire tied to it. She hide herself carefully and waited patiently.
A tall man dressed in a white shirt and brown slacks walked out of the forest holding a rifle. It appeared that he was the only one there. Livia kept quiet until she got close to the stranger. " Mh, well you're out of luck. " Livia stood up while grabbing the man's weapon. She placed a hook and created a gust which launched the man across fifty meters. Livia walked to him and aimed the rifle. " That's all you have to offer? Well you could at least tell me who you're with. " she said calmly. The man responded at trying to spit at the girl, Livia slammed her foot into his chest. Her expression changed into a frown, pointing the barrel right at his forehead. " Do I shoot you or fry you instead? " The man realizing that she was going to kill him, quickly tried to knock her down. Livia hit the man at a inhuman speed with the butt of the gun. She jump off as a bolt of lightning struck the umbrella, the wire which connected the man to it transferred the shock to the man. Stopping his heart and killing him.
Livia sighed and glanced at the now dead man. " How am I going to deal with this corpse? Well at least I have a trophy now." She said while patting the rifle.

Crime was very high inside the neighborhood, with armed robberies occurring weekly. The facility was raided several times with money or food taken from it. The children received a shoddy education from the faculty as they grew older. Some escaped the faculty to join the gangs of Skill-Out who often raided and attacked Espers. Livia had a deep fear of Skill-Out since she was an Esper. Luckily, Livia managed to avoid them and continued staying as a Child Error.
The weather started to worsen as Livia became seven. There were long snowstorms and hail storm occurring, breaking windows, and freezing pipes. The harsh summer heat that came after the winter, made work outside nearly suicidal. During the fall, violent winds would kick up stones and dirt or send trash cans into the air. The strange weather alerted the neighborhood where Livia stayed.
One winter was particularly harsh, temperatures plummeted to -10 below. Many residents suffered from the intense cold, breaking furniture for firewood. The facility was locked in, while the staff tried to fix the heaters. This was the worst period on Livia's life. Many water pipes were frozen shut, and the cold was pushing some towards hypothermia. Food and water supplies dried up leaving the children starving. Each ration grew smaller, smaller, and smaller to the point of receiving crumbs each day. Livia was forced to steal what little food was left inside the warehouse. The guilt was intense for her as she saw others die from starvation. But she knew her situation was not any better. Livia slowly became less emotional, and detached. Seeing the staff, teachers, children, and herself utterly crushed by the winter's fury."Nothing really mattered if I can't stay alive" Livia thought to herself. While eating a thin peice of bread she found.
Livia saw the carnage at first sight. After the winter had passed, the atmosphere around the facility had changed. Many children were in complete shocked at the event, while the staff did their best to comfort them. The children were buried at a small grave. Livia was not shocked at the event, but felt empty inside. Something had left her, maybe it was the hell of winter or the deaths that she had witnessed. Or Livia had seen too many die, and was determined on not being one of them.
Enough complaints were filed to warrant an investigation. Scientists were sent to see if any Espers were inside the area. They soon found out that a powerful AIM field was covering the neighborhood. This discovery sparked a massive investigation throughout the city. After pinpointing its source they found Livia.
Livia was taken in for further research on her powers. They discovered that she had the capacity to become a level 5 esper. Soon Livia was embarked on a rigorous program of combat training and controlling her abilities, at the age of ten. She didn't mind this in fact, Livia enjoyed the attention she received. She received food, water, and sleep quarters from the researchers. Are far as Livia was concern this was a good thing. After four years of intensive training Livia reached level 5. It was decided to release her as a normal student of Academy City. She had to start from scratch since Livia did not receive a proper education. Livia worked hard to catch up and was finally placed as a student of Academy City.
Livia joined Judgement to align herself towards Academy City. She became a prominent member, quickly handling any esper she encountered. Livia hide her real powers and instead rely upon her persuasive skills that she learned in her early life. She referred herself as a level 3 esper to deceive others into believing that she was weak. Livia also constructed a facade of kindness and compassion to gain popularity. She would help other Judgement members with their work and share their duties. Livia was diligent and never disobeyed any orders she was given, completing her assignments at a rapid pace. Her efforts paid off tremendously as she was promoted into a higher rank. Also gaining the trust of her classmates. But in reality, Livia could careless about them.
Livia used her new position fully, she gained access to several databases within Judgement. She began learning how to hack into computers until Livia had a firm grasp on the concept. Once she finished, Livia found that security was fairly light. She was able to see the personal history of each students and their family members. Livia recorded this information for further usage. Livia also tried to find her parents curious about why they abandoned her. Livia collects bits of information such as names, relatives, and birth dates. However Livia didn't find much from Judgement's database to her annoyment. Until one day, Livia had discovered a second firewall which concealed more information about her family. She quickly broken the wall and began looking. Livia discovered that she had a brother but he was deceased. But her mother, father, and sister still survived however. This disturbed her, providing further incentive to look around their history. She accessed another file which was titled "Affiliations"
Livia discovered that her family was deeply religious, aligned to the Catholic Church. With her father being a registered magician and her mother a 'former' nun. They were strongly opposed towards science, and isolated themselves completely off. Livia keep going, and was shocked. Her brother was discovered to belong to an opposing church. He was abandoned and later killed from a raid conducted by Skill-Out.
It did not take much thought to connect what had happened to her. Livia figured that they would abandon her since she is an esper. Livia began looking into the world of magic, using all of her assets and privileges to uncover it. She learned of the opposing theory to Personal Reality, Idol Theory. It was a complex concept as Livia tried to wrap her head around it. But eventually she understood. She kept learning until she was content with her knowledge.
Livia grew more hateful of the world as she uncovered details guarded again by firewalls. She read multiple incidents of wholesale slaughters, from various churches. Wars between fellow magicians which were described in gory detail. She was genuinely disgusted by the needless killing. Livia started to view the whole world as a primitive, archaic, and savage domain. Wondering why her parents would buy into it. She decided to eliminate this world and let Science lead the future.
As Livia reached the age of 17, her ambitions were fully realized. She has decided align herself to the world of Science. While improving her status and reaching the top position as a top Esper in Academy City. If anyone was to oppose her ambitions she would have no mercy.

" The current state of matters."
Today was a quiet day for Livia in the classroom. She sat at the front seat, scribbling across her notebook. Livia waited for the teacher while taking a bite out of donut, which she held with her fingers. There were few classmates around Livia since she asked them to "give her a small break." Her expression was out of boredom since Livia already covered the material as the lesson started. She still took notes, making sure her image was always present. Livia looked up at the whiteboard, which explained Personal Reality to the class. She yawned, pretending to look at it, while reading ahead in the textbooks and taking notes on them. The bell placed above the door rang signaling the end of the class. Livia took her bags and walked outside, cleaning of the crumb from the donut she had ate. " Mh, too bad there's no bakeries around here." Livia thought to herself. She continued to walk her normal path, first picking up some groceries and then going ot her own dorm. Her friends followed Livia, despite her asking to give some space. She sighed before looking at them and greeting them. " Hi, do you need anything? It's nice to see my pals." Livia gave her usual fake smile to them as they went along with her.
Livia and her "friends" went to the grocery store buying eggs, vegetables, and donuts for some time. Her friends carried the bags, while Livia took another bite from a fresh donut. "At least they're useful for something." she thought to herself. It was getting late as the sky turned darker while the temperatures dropped. Livia took her grey trenchcoat while feeling the handles of her backpack, still giving a fake smile. As her friends eventually left Livia went back into her small dorm, opening the mini fridge inside while restocking the goods. She sat down on her couch and changed into her pajamas, wearing shorts and a t-shirt. Livia studied for awhile and went straight into her bed.
Livia's sleep was interrupted by a loud bang from her door. " What the hell? " She quickly went to the door and looked out from a small opening. A member from Skill-Out was outside armed with a rifle, Livia quickly ran out the window and escaped from her dorm, holding a steel umbrella. She went out from the back quickly dashing from the streets to the forest. As Livia left the forest she left a track, clearly indicating her position. She went into an open field as she took a heavy breathe and assessed the situation. " Why would anyone target me? " She wondered. Livia held her umbrella and stab it into the ground, carrying a thin wire tied to it. She hide herself carefully and waited patiently.
A tall man dressed in a white shirt and brown slacks walked out of the forest holding a rifle. It appeared that he was the only one there. Livia kept quiet until she got close to the stranger. " Mh, well you're out of luck. " Livia stood up while grabbing the man's weapon. She placed a hook and created a gust which launched the man across fifty meters. Livia walked to him and aimed the rifle. " That's all you have to offer? Well you could at least tell me who you're with. " she said calmly. The man responded at trying to spit at the girl, Livia slammed her foot into his chest. Her expression changed into a frown, pointing the barrel right at his forehead. " Do I shoot you or fry you instead? " The man realizing that she was going to kill him, quickly tried to knock her down. Livia hit the man at a inhuman speed with the butt of the gun. She jump off as a bolt of lightning struck the umbrella, the wire which connected the man to it transferred the shock to the man. Stopping his heart and killing him.
Livia sighed and glanced at the now dead man. " How am I going to deal with this corpse? Well at least I have a trophy now." She said while patting the rifle.
