Yes but you don't have to have a high one to be a villain.

BackSet : that could definitely be true depending on your definition of "villain." the SAI isn't perfect. but the characters you're playing really aren't supposed to be a hero or a villain so much as they're just superpowered young adults thrust into the same situation. like in the school, they're not going to be split into "villain" vs. "hero" courses; they're going to take the same classes, go through the same training. the only thing that differs is how society views them.
