Really? I haven't actually played with or against a Veigar for a while so I'm doing some research into everyone stuff to make sure it is all up to date. So everyone's abilities will probably be posted sometime tomorrow. 

Ok. As for Veigar I don't think so. The only way I can imagine that working is he gains wisdom every time he kills an enemy with it which could be exploited. However I think his ult will still have the bonus of dealing damage based on both his and the enemies wisdom so that's a +.

Yes. Passives will be used and we will have them right away but I have yet to translate them, still having to make sure everyone's passive abilities can work properly. I'll post them when I post everyone's abilities.
