The problem is that the spells you're creating are not ones only your character has access to. Every single green mage of sufficient proficiency has access to them provided they know the spell exists. The way I see it, the ability to conjure any plant is already pretty catastrophic...
Ah ok. Well, that doesn't sound like a good idea at all to me, but if we're talking about a really high level spell it's a whole different story. One for @ChamomileHasWords to decide (not that I have any authority in this otherwise anyway, as I have insisted).
Right, the new version of spell still seems to have the massive issue of the previous one, in that it seems to be able to conjure up any plant in a setting where the plants are magical, not to mention the wording also seems to imply you can create entirely new ones.

As a general rules, general effects aren't color-restricted, though different colors have different methods. Yellow might use a healing magic that restores something to its original form, whereas...
To be honest, it really doesn't strike me as a blue quiddity spell at all. The only thing that could be suggestive of blue mana there is, if we really, really, really stretch it, the plant coming from thin air (so some 'turning a mental image into reality' kind of thing), but that doesn't sound...
I think the issue at play may be more the tying this to an Earth-like setting or a fandom/different fictional setting without permission. The time period is also a factor but... I think that part is really the core of it.
Rules regarding gore. This is probably not at the level where it would violate that, but there is room for it to turn out that way depending on execution, hence the caveat.
Flesh abominations/monstrosities. I mean I don't see why not as long as it's kept within the bound of what's allowed on RPN.
