Sloth was apparently dreaming about food as he was sleepily attempting to eat the nearby grass. He was somewhat hungry but too lazy to go looking for food or even to call someone to bring him food. The grass was just so conveniently there. Besides, cows eat grass all the time, why shouldn't he?
