    Bans happen automatically once you hit a certain number of warning points, and different warnings have harsher penalties than others, depending on severity of the rule being broken.

    That's usually the first place that people go when they're looking for a roleplay to join. Second piece of advice is that you should establish somewhere within your roleplay some rule on your expectations as to how often you want people to post. Tag them in the OOC and keep talking roleplay to your roleplayers, that way they stay actively engaged in the idea and it makes them want to roleplay it more.
