The first time Emperor Shōwa made a speech to the Japanese people, or even directly spoke to them, was after Japan was nuked twice by the United States of America. This holds true with other Emperors, they aren't really expected to speak to the people. He just only really met with a few generals and statesmen. So I guess I would make a short justification statement if that would be fine to you.
