Would a Nation Building RP centered around building up a company still be considered a Nation Building RP?

Probably not, since the scale is so much smaller. Nation Building is meant to be on a national scale rather than individual people; like wargaming as opposed to D&D (though no actual war need be involved, of course). Building a company sounds like a group RP?
