Your character does not have to have to have powers, but if they do, please remember that we're looking for concise concepts, very classic X-men in brevity but able to be used cleverly in scope. If your character has a powerful mutation this causes more problems than it solves.

HMDD--Human Mutation Deviation Device, also known as the Device, or the tester. This device has been used to classify and identify mutations for the last 50 years. Scientifically the device measures how much genetic deviation a person has in areas associated with dangerous mutations and powers. This does not always line up with how effective or dangerous a mutation is, however due to propaganda it often treated as the end all be all to whether or not some is allowed in polite society. The HMDD scale is laughably simplistic: Normal, Mutation Positive (MP or M-positive), MPHigh (MPH, like Miles Per Hour is a meme inside the community).
Some one with a mutation that causes them to have a pig face may test MP High, but have no meaningful super power, or someone like Charlie may test positive with no perceivable power at all for a long time.
Mutations are not always powers, and they are not always weapons. But the HMDD is only interested in weeding out those who may have a weaponize mutation. The HMDD is a tool of oppression.

As you may have noticed, we're using these mutations as a metaphor for oppression, of any kind. Please don't make the metaphor do the work of fact.

Characters will also need to be currently living in Dead River, a small town of a few thousand, in rural New Hampshire. This is a former mill town with few job opportunities and an aura of despair.

  Charlie is at first glance magnanimous and relaxed. Easy to smile and exuding an aura of self confidence she welcomes folks into the bike shop like an old friend. But in reality she is rather cold and aloof in her private affections. She's deeply intelligent and articulate but explaining an emotion makes her want to die, much to Cathal's frustration. She is at her core ambitious, an iron willed perfectionist; whether that's escaping Dead River in her youth to pursue an education or turning a profit on Negs she's always on the grind. But she's humble in her ambitions, cautious even, keeping her people safe is the most important thing to her. She may put on a show of perfection and power to shut people out and guard her weakens but she's loyal to the core- you'll wonder if your even friends but if you're in the gang she'd live for you, she'd kill for you.

  - Has complicated family ties to the Aurora Syndicate, her father is known as HexHouse worked for the crime ring and he was incarcerated when Charlie was young.
  - Owns a constantly rotating menagerie of bikes old and new, this is where the money goes and they are treated as easily liquidate assets.
  - Tested positive for mutation for her whole life much to her confusion and was initially interested in the Mutation suppression research as a way to sort her situation and in a very conscious way prove she wasn't dangerous like her father. Now that her mutation has been activated she has joined the MPH club.
  - Is a math gay
  - Really honestly enjoyed chemistry and pharmaceutical research. If she could go back to that life she would. She's a weird little nerd and you can still tell if you squint.
  - isn't much of a gamer but she likes racing games and mario kart. Always beating Cathal at Mario kart is just so so so important.

  Charlie once had ambitions of working in medicine; pharmaceutical science wasn't exactly becoming a doctor but it pleased her family and kept her interest. Having tested positive for mutations that never emerged the mysterious scholarship she was offered was her chance to get out of Dead River, into The City and a chance at a normal life.
  
  Things did not pan out dear reader.
  
  Charlie and her research partner at a high profile research internship discovered something that the powers at be wanted buried; A drug that suppresses mutations. The lab was raided and Tom nearly died and for a little while Charlie did. She found out she isn't very good at staying dead, and crawled up out her grave and returned home to Dead river with her tail tucked between her legs and to the Motor cycle gang she'd cut ties with to pursue an education in the big city. She worked back up through the ranks and has been president for the last 5 years.
  
  She lives in a small one room cabin on the edge of the boonies and spends her time raising chickens, tuning her bike and committing sundry crimes. Works part time as a bar tender and as a mechanic at the clubs front of a bike repair shop. She's trying her best to do right by her people, to help the people she can help and not lead them to disaster.
  
  The gangs core endevour at the moment is the production of Negs, the drug she and Tom stole from corporate those years ago. Negs supress mutations and not much else, though the gang oftne pretend they are peddling something else, or that they get drug else where. These lies can only last so long and the factions around them are starting to close in.

Its an open secret that she's the President of the DR MC, but the dead river MC started as a youth lesbian scooter club 20 years ago so there are many locals who would never jump to the conclusion that they're knee deep in illegal pharmasuticals. Then again...there are just as many who know what the Gang gets up to and some are thankful, thinking they keep the bigger fish at bay. And some know that Charlie is here to do good- Not all mutations are glamorous and she's not the only Dead River kid with bigger dreams.

  Cathal's very cheerful and outgoing and optimistic. He's not afraid of much, and impulsive, which leads to him doing a lot of stupid things. He's dauntless and flexible, and incredibly good at adapting to situations. Due to his upbeat demeanor and his penchant to make bad decisions, people tend to think he's not very bright. Anyone who knows him well knows that he's actually very clever, and picks up new information and skills quickly. The big problem is that he's usually clever enough to get himself into trouble, but not clever enough to get himself out of it. Or, worse, not clever enough to realize he's in trouble until his only options of getting out are fighting or running away screaming. He moves fast, in both plans and actions and doesn't think them all the way through; he writes checks with his mouth he can't cash and is just good enough in a pinch to make the other guy wish he hadn't took him for a sucker. Though, if he says "you should have seen the other guy," chances are the other guy won.
  
  If you give Cathal decent courtesy he will be nothing but fair deals, sunshine, flirtatious winks and bad advice. But that sunshine can turn to spite fast as soon as someone looks down their nose; it's not like he doesn't know other people don't think he's clever all the time; he's not oblivious to his own bad decisions but that doesn't give them any right to have at him like he's nothing. His temper when it comes to his personal honor has a long fuse and a big bang--especially if you're allies or family or it's not real fighting words. But if some one ever goes after his people all cards are off. He can put all that energy and bounce right into pounding heads. He's especially protective of people that he considers his--his feelings of responsibility are familial and clannish, and you don't always have to like your family, but you do have to look out for them. He's an all or nothing ally who wants to be tricked twice.
  
  Cathal is a high energy person, but tends to treat all situation no matter how impossible or crazy or poorly planned as if every thing is perfectly normal, as if today is great and going just as planned-- this is of course until things go real to shit and he switches to screaming and swearing which is always a sudden and intense switch in modes of operation. And if you are with him when this happens you have probably been in panic mode for maybe twenty minutes before this; see not quite clever enough to figure out he's in too much trouble and also see; not enough fear in the boy. His mostly decent personality seems at odds with his profession as an outlaw biker, but Cathal's never particularly considered this and would be baffled if it were ever brought up. He was just trying to survive and provide for his family, as best as he could figure how without boring himself to tears. Harm done on the job is never personal. Conversely, he never really expects that any harm done to him is personal either, and won't hold things against people. Fighting is what people do. Taking is what people do. He's a bit of a house cat at heart, but house cats are obligate carnivores and folks still like them--though it's dogs not cats that get in to heaven.
  
  Cathal was also raised in a family that practiced folk Catholicism, which he's very serious about, though it often seems silly to others. Just let him leave milk out for the fair folk and he won't try and fight you about it. His life is unsteady, danger comes in flits and bursts and the only real reason he's not as dead as anyone else as clever as him probably has something to do with Jesus, the fairy king or both and he's not about to risk it.

  The McKays immigrated to the States when Cathal was sufficiently young enough to remember none of it. He just remembers growing up in Dead River with his mum and little sister. With his high HMDD score and his noticeable accent, he was shunned fairly early on by his peers, and quickly became fast friends with the other outcasts. Especially Charlie.
  
  After high school Cathal stuck around Dead River for some time, doing odd jobs, before his ties to the Syndicate through Charlie and her dad got him into their illegal bareknuckle boxing circuit around Boston. It was fun, if occasionally gruesome, and paid better than anything back in Dead River would have. But still, when he found out Charlie was back home, he went back too. He currently works part time at the local pizza place when he isn't running around helping Charlie run the club.

If anyone outside of his carefully vetted little circle knew the full extent of his power, he'd get disappeared fast.

  Zhen is often in the background, observing and taking note of the happenings around him. He's a quiet, stoic person - you will struggle to get his opinion without directly asking for it. He much prefers to keep his thoughts and feelings to himself and act on them when he deems the time to be right. He's not much of a team player, not because he doesn't like others, but because he often finds that they get in his way, and he struggles to let go of control. However, he is good at allowing someone else to make a plan, and in following that plan, Zhen will often find his own way or tweak certain steps or rules to suit him.
  
  He's very nonconfrontational and barely ever argues. He is less talk and more action - he will do what he thinks is right without running it by anyone.   Zhen remembers very little about his parents. They died when he was young, after immigrating to America from China, though the circumstances of their death has never been fully disclosed to him. Growing up as an orphan, Zhen was very poor, and even as a child he was able to recognise the imbalance between the wealthy and the impoverished. Having run away from the orphanage - refusing to be pawned off to another family - Zhen found himself living on the streets at a young age.
  
  Intelligent as he was, Zhen learned how to care for himself. He stole food and found places to sleep, though he was still starved and far from healthy. During puberty, he found himself becoming aware of a mutation that he had, but had no physical effect on him. Zhen was able to, if he concentrated hard enough, persuade someone into doing essentially anything he wanted. As a teenager, he mostly used this ability to get free food, or free bedding, or to be allowed to sleep on a park bench for a night or two.

  In his late teenage years, Zhen found himself stealing from the wrong type of people. The Aurora Syndicate sought him out after he stole a few knives from one of their members, wanting a way to protect himself. He managed to persuade a few of them not to hurt him; those he was unable to persuade faltered at the show of his powers, and after much discussion and evaluation, Zhen was brought into the mob as a member. He didn't particularly stand for anything they stood for, but it was food and shelter, so he took the opportunity.
  
  Zhen wouldn't have considered any of the other members 'friends', but his power was interesting enough that many people wanted to get to know him. But he was standoffish and became fairly disliked within the mob. Still, he always got the job done, whatever it was, and could persuade any witnesses to walk away, among other things. After a while, however, Zhen became bored with the routine jobs, and became very aware of the hatred towards him from practically everyone else in the mob.
  
  Giving extremely short notice, Zhen informed Naiysu that he would, in fact, be leaving in pursuit of, well, anything else. Zhen knew how capable he was, and knew he'd be able to find something to keep himself occupied. Although they allowed him to leave, the Aurora Syndicate as a whole was not happy about Zhen's behaviour, and he was labelled disloyal and a traitor, although he argues there was no active betrayal, making the title inaccurate.

  Having been an underdog himself, Zhen found an interest in the Dead River Motorcycle Club, and offered his mob expertise in exchange for a position as a patched member. He still had to go through the trials and tribulations as everyone else did, but he finds the work far more interesting and less predictable. He finds it rewarding, too, to try and help the gang gain more standing.   Angie is a lovely young woman. That is, when she's not antagonizing customers and getting into fights with other local girls her age. She's quick to anger but despite that she's usually very friendly. She's loyal and has a good head for manipulation. She's smart and can easily determine who's bad news and who's a player she can use in her little games. Despite all this, she does have a bit of a self destructive streak and gravitates towards people who could spell out her downfall. She's only gotten this far by the skin of her teeth. She's a great listener though and has a fantastic memory. She often remembers people and their conversations down to the most minute detail and she uses this to Charlie's advantage. She works in the local hotspot, noticing newcomers and regulars alike, getting information and discreetly passing it on to the president. Everyone thinks she's just a dumb girl idolizing the DRMC and playing at being a member, but like most things, that's what she wants you to think. She likes it when people assume there's nothing up there but dreams and fantasies and maybe a single brain cell or two that allows her to use the cash register.

  Angie was born to American an American woman, Alyssa Reeds, and an Italian immigrant, Emiliano Moretti. They had a blissful whirlwind marriage and loved their baby girl to death. Emiliano would befall a tragic accident, leaving behind Alyssa and a six year old Angelica. It wasn't long after that that Alyssa became a shell of a woman, hurting everyone around her. It all culminated to an end when she ended up hurting Angie so badly, that the poor kid was put in the hospital and Alyssa was arrested and convicted. After her stay in the hospital and all the trial proceedings and such, Angelica was sent to live with her grandparents in Dead River. Not long after, her father's parents also moved into to the small three bedroom home.
  
  

  teenage years

  Angie turned thirteen just like everyone else in her grade, but unlike the other kids, she was dogged by loss and heartbreak, her grandfather, Franco Moretti, had passed from Alzheimer's. His battle was quick but painful and it scared Angie more than she'd like to admit even now. The result was a young girl who turned to her other set of grandparents in an effort to halt her grieving. Nicole Reed enjoyed gardening and with a heart full of compassion, she shared her passion with the grieving grandmother and grandchild. It has brought all three of them closer than ever. (nicole's favorite flower is what angelica is named after). At fifteen, nine years after her mother was put away, Alyssa Moretti was released from prison. The woman was determined to find her parents and child for reasons unknown. She moved to Dead River and attempted multiple times to make contact with her daughter. Both Bianca Moretti and the Reeds tried to protect Angie, but she was curious. Angelica and Alyssa's relationship was strained ever since the elder was released. With her grandparents interfering and many others expressing their displeasure to the mother, Angie was only emboldened and more stubborn. She wanted to prove to anybody and everybody that her mother deserved a second chance. After six months though, Alyssa was squandering her chance and using up the faith her daughter had for her. Alyssa would skip work, come home late and stung out, smell of other people and alcohol. Angie kicked her own mother out after Alyssa had stolen money from Bianca along with Franco's treasured cufflinks (which she pawned off in the next town over). It was disastrous and it took many years for Angie to get over it (she never found the cufflinks).

  Angie started working at the general store at seventeen and at eighteen, she entered the DRMC as a probie. She just recently became a patched member after a year and a half of getting coffee and food.

Touchy, throwing arms around your shoulders and giving you a nudge as if you have an inside joke that no one else knows about, yet you met him five minutes ago and haven’t had time for that sort of thing. He can be flirty and is very up front about most things, though still manages to be charming all the while. While generally acting chill, though, he has been known to be in fights. Not because he starts them, but more because he’s inclined to finish them. He often finds himself stepping in to other people's business and, rather than acting as mediator, it isn’t uncommon for him to take a side and take it seriously.
